My dear friend. Here in the Czech Republic said that the best defense is a  offense. USA is also governed by the following proverb

attack - "offense" znamena prestupek, za coz se plati bud pokuta, nebo se jde do kriminalu

best defence is quick defence. NATO armies are currently hampered by overabundace of officers.

ground armies needs one general per division, 11000 men, this nees 4 colonels/lt. colonels, 16 majors/captains, 64 1st liutenants/2nd liutenants, 400-500 sergeants and rest be corporals and privates... the sole thing these people should do is fight and training to figt. Everything else, alocate it to civilians. and demote every officer above these numbers to private and give him a gun.
